  19. I have a USR 28.8 Sportster and I only get 26.4 connects about 90% of the 
  20. time.  The phone line conditions are probably noisy so the modems cannot 
  21. connect at 28.8 for Receive/Transfer.  If you do an ATI11 after you 
  22. disconnect you should see that you get a 26400/28800 connect, meaning 
  23. that you can transfer at 28.8 but when you download, you only get 26.4.  
  24. You canot do anything about it - unless you can convince the phone 
  25. company to fix the line noise problem.
